Minutes of the meeting of Murton Parish Council held on Wednesday, 11 September 2023 at St James’s Church, Murton
Present: Chair R Clancey, Cllrs G Richardson, J Starzynski-Armitage, A McFarlane (Clerk), Ward Cllr M Warters plus 1 member of the public
23/65 Apologies for absence were received from Cllr Kettlestring and Ward Cllr Rowley

23/66 No declarations of interest were made
23/67 The Minutes of the meeting held on Wednesday, 9 August 2023. were confirmed and signed as a true and correct record
23/68 Ongoing Issues and action 23.68.1 The Neighbourhood Plan needed re-working in the areas of Building and Planning to satisfy the new requirements of City of York Council
23.68.2 There were 2 crime incidents reported to the Police for August – theft of work tools from a van in Moor Lane and gate broken, window smashed and theft of Range Rover from Bingley House Farm (Field and Fawcett)
23.68.3 The events committee had raised £830.00 from Soup and Jacket Potato lunches held between April and July which would be donated to charities
23.68.4 Aspects Horticultural had cut back the hedge along Murton Way and would be paid by the Parish Council
23.68.5 The clerk had circulated an invitation to a Zoom meeting to be held on 21 September regarding the creation of 20 mph speed limits throughout York
23.68.6 The clerk was still to progress the installation of wooden posts around The Garth greens and had contacted Aspects about installation. There was concern about increasing the cost of grass cutting on these areas due to having to carry out additional strimming around the posts
23.68.7 The clerk was asked to write to businesses on Osbaldwick Industrial Estate about speeding vehicles on Osbaldwick Link Road. The Parish Council was asked to support Cllr Richardson’s approach to CYC to adopt the highway at Redbarn Drive
23/69 There were no matters of concern from Ward Councillors
23/70 Planning Application 23/01452/FUL for the erection of a portal frame agricultural building at Four Winds, Smary Lane was discussed and it was agreed to support the application
23/71 There were no Planning Decisions received
23/72 Financial Matters:
23.72.1 It was agreed to pay Aspects Horticultural £302.00 for August grass cuts and Murton Way hedge cutting
23.72.2 It was agreed to pay Mrs D Wells £20/39 for annual website domain renewal
23.72.3 It was agreed to pay A McFarlane (Clerk) £79.99 for McAfee Security renewal
23/73 The date of the next meeting was confirmed as Wednesday, 11 October 2023
