Minutes of the meeting of Murton Parish Council held on Tuesday, 16 September 2025 at St James’s Church, Murton

25/67 Apologies for Absence were received from Ward Cllr Rowley
25/68 There were no Declarations of Interest
25/69 The Minutes of the meeting held on Wednesday, 13 August 2025 were confirmed as a true and correct record
25/70 Ongoing Issues and action 25.70.1 Neighbourhood Plan – the Plan has been formally approved by City of York Council. Copies of the adopted Plan, Appendices and Decision Statement can be viewed on the Council website at www.york.gov.uk/planning-policy/murton-neighbourhood-plan
25.70.2 Police report for August - there was 1 incident reported which actually happened in Holtby Parish
25.70.3 Green Bros (Robinson Mitchell Ltd) on Moor Lane were served with odour abatement notices by City of York Council. The legal notice required them to abate odour nuisance by 19 September
25.70.4 The Chair had arranged for the pond reeds to be cleared by a contractor in due course. It was agreed to ask that protective measures be taken to prevent damage to the verge during works
25.70.5 It was agreed to proceed with Ward Cllr Warters suggestion of a memorial bench to Mr Buchanan to be placed on the green at the end of the Garth. The clerk was to speak to Mr Lamb of Redthorne to discuss siting of the bench
25.70.6 Cllr Wells reported that there was no longer technical support for the Parish website and professional help was required. To combine the Neighbourhood Plan website with the Parish website the clerk was to approach Mr Theyers for assistance
25.70.7 It was agreed to use Ward Funding of £730.00 towards the memorial bench and associated works
25/71 There were no particular issues from Ward Councillors
25/72 Planning Matters:
25.72.1 - 25/02303/FUL – application for erection of Battery Storage system on agricultural land adjacent to Gells Farm, Murton Way was approved by City of York Council despite strong objections from the Parish Council
25.72.2 – 25/01733/FUL – application to vary Condition 3 of permitted application to allow 5 caravans on the Homestead site. It was agreed to object strongly to this application based on the history of this site
25.72.3 – 25/01744/FUL – application for construction of secondary access road to BESS site at junction of Hull Road and Osbaldwick Link Road. It was agreed to object strongly to this application
25/73 No Planning Decisions received
25/74 Financial Matters
25.74.1 - Invoices to pay £142.80 - Aspects Horticultural Services for grass cutting invoices 7016 and 7028
25.74.2 – VAT refund of £687.29 received from HMRC
25/75 As the Clerk was unable to attend the next planned meeting it was agreed to change the date to Wednesday, 15 October
